It's probably so he can perfectly create new stuff since he now knows the exact parameters to fill in manually. Also, people can learn the letters, can't they? Since the other skill is "Retrieve Blueprints" he can probably teach others. It might also be that if he edits the paper's contents then retrieve it a change happens to the item he produces next.
